Civilian Shiftwork
Many of our civilian positions follow a shift rotation, much like our police officers. The positions that follow a shift schedule are:
- Information management specialist
- Communicator
- Special constable (cellblock assignment)
- PC support technician
- Case preparation specialist
- Records branch supervisor

Civilian Hiring Process
The civilian hiring process takes time. The process could take anywhere from three weeks to three months depending on the number of applicants, the number of positions available, and the position itself. Prescreening |
Our human resources advisors screen all applications based on the requirements listed in the job posting and the job description. If you meet the minimum requirements there may also be a telephone interview as part of the prescreen. |
Testing |
Testing requirements vary from position to position. The testing for each position will assess your skills and knowledge as they relate to the position you applied for. You must meet the standard in order to proceed in the process. |
Pre-background Questionnaire (PBQ) |
This step is for the civilian position of Special Constable only. You will be asked to fill in a questionnaire that will assess your moral character. You must answer the questionnaire honestly. |
Interview |
The interview you will go through is a Waterloo Regional Police Service structured behavioural interview. In the interview you will be asked questions to assess your knowledge, skills, and abilities as they relate to the position you applied for. You will also be asked scenario-based questions. The interview will be with a human resources advisor and one or more member of management. Some positions require more than one interview, and you will be notified whether or not you will be required to participate in a second interview. You must meet the standard established in the interview to move forward in the competition. |
Psychological Assessment |
The psychological assessment is for the positions of Special Constable and Communicator only. This assessment will be administered on a computer screen answering multiple choice questions followed by an in person interview by a registered psychologist to discuss your answers. The Waterloo Regional Police Service does not receive any of your answers to the psychological assessment, only a summary report from the psychologist as to whether or not you are a suitable candidate for the position you applied for. |
Background and Security Clearance |
This is a requirement for anyone looking to become part of our team. We conduct a thorough background investigation to ensure your values align with the mission, vision, and values of the Waterloo Regional Police Service. |
Conditional Offer of Employment |
If you are successful in all previous stages of the competition and your qualifications best match the position we are recruiting for, you will be given a conditional offer of employment. This will outline our job offer to you, including start date, salary, and benefits. You will also be asked to fill out new employee information forms when you sign your conditional offer welcoming you to our team! |
Post-Employment Conditions |
Post-employment conditions must be met and continued for the duration of your employment with the Waterloo Regional Police Service. For the position of Communicator, a hearing examination will be administered. For the position of Special Constable, a medical and vision test will be required after you are offered the position. |
